This process encompasses how to create a new Budget Item via the new Budget Item Create Wizard.
Note that new functionality allows user to save progress when creating a budget item at any time by selecting the new 'Save Draft' option. Please refer to related article.
A. Accessing the Create Budget Item Wizard
The Create Budget Item Wizard can be accessed via the Budget Item List screen or the Formulation Input Edit Budget Items screen.
1. To access from the Budget Item List screen, navigate to the Budget Item list page and from the menu above, select the 'Create Budget Item' button.
*Note that this button is only visible on current and future FYs.
2. To access from the Formulation Input screen, select the 'Add Budget Item' button from the menu bar at the top of the screen.
3. To access from the Component Detail page, select any Component from the Component list page. On the Component detail page, select the 'Budget Items' tab, and from the menu above, select the 'Create Budget Item' button.
B. Navigating the Create Budget Item Wizard
The Budget Item Wizard is comprised of 6 total data input modals, designed for ease of use, while ensuring that all necessary data is captured when creating a new Budget Item.
1. Basic Details Modal

When accessed from the Formulation Input screen or from the Budget Item tab on the Component screen, select fields will be defaulted.
- Select O&M for Budget Items related to Operations and Maintenance
- Select DME for Budget Items related to Development, Modernization, and Enhancement.
- As soon as a Title and Cost Center-Component is selected, user will have the ability to save a draft version of the Budget Item.
- If the Budget Item is being assigned to a Standard Investment, additional Cost Detail fields will need to be filled out on this modal.
- Fill out required fields, then click 'Next'.
2. Prioritization Modal

Select whether the Budget Item is Discretionary or Non-Discretionary.
- Note that 'Resource Type' field values populate based on the selected Discretion Level.
- Note that the Business Driver and Priority fields only display for Budget Items marked as DME.
- If 'Other' is selected for 'Business Driver', 'Other Business Driver(s)' field will display and will be required.
- When done, select 'Next' to continue.
*Note that hover definitions have been provided on (?) for user's awareness.
3.Budget Modal
- On the Edit Budget Item tab, enter desired Contract, FTE, Cost Pools, and IT Towers information.

Select if the Contract is Firm Fixed Price or Time and Material
- Note that when accessed from the Formulation Input screen, the Budget Status, NRC Strategic Goal, and NRC Strategic Objective fields will remain grayed out and locked for edit.
(The FTE Amount value drives the Internal Labor Cost Pool Amount.)

- Any amount in the Contract Amount field will need to be distributed to one or more Cost Pools/IT Towers.
- Total Cost Pool Amount must equal the Total IT Tower Amount. If the amounts are not equal, use the Up or Down Arrows provided in the Cost Pools/IT Towers boxes to adjust the amounts for a given Cost Pool or Tower.

Sub-Cost Pool and Sub-IT Tower fields
- Sub-Cost Pool and Sub-IT Tower fields have been added to the System. If possible, select the appropriate value for each row of data. Definitions for each have been added on hover.

Add Fee Information
- To add Fee Class information to the Budget Item, select the 'Add Fee Information' button in the Fee Information table at the bottom of the modal
- Select desired Fee Class, Excluded Activity, Part Type, and Fund Source
*Note the following: Excluded Activity and Part Type values may be defaulted based on the Fee Class selected, Fee Class values are defaulted for BL-51, and the Total Fee Information Amount must equal the Total Budget Amount.
4. Security Modal
- If the Budget Item is Security related, select 'Yes'. If Yes is selected NIST Category and Capability fields will display and are required before selecting 'Next'.
- If the Budget Item is not Security related, or it is unclear whether or not it is security related, select 'No' or 'Unsure' before selecting 'Next'.
5. Contacts Modal
- If Contacts are known for the Budget Item, select the 'Add Contact' button for each contact, select appropriate values for 'Role' and 'User'. Select 'Next' when done.
- Otherwise, select 'Skip'
6. Review Modal
- Click on any tab to review data entered for the Budget Item.
- When done, select the 'Save' button in the bottom right of the modal
Note:
- The newly created Budget Item will remain in 'Draft' status until approved by FMB and CPIC teams.
