This process encompasses how to edit an existing Budget Item via the new Budget Item Edit Wizard on the Formulation Input screen.
A. Accessing the Edit Budget Item Wizard
The Edit Budget Item Wizard is only accessible via Formulation Input Edit Budget Items screen.
1. To update an existing Budget Item, select Edit from the 3-Vert Dot dropdown in the Actions column to access the Edit wizard for the selected Budget Item.
B. Navigating the Edit Budget Item Wizard
The Budget Item Wizard is comprised of the same 6 data input modals as the Create Budget Item wizard, however, select fields, such as Title, Organization and Cost Center are locked for edit when accessed through the Budget Formulation screen.
1. Basic Details Modal
- If the Budget Item description (or Cost Detail Attribute for Standard Investment Budget Items only) should be updated, make desired updates, then click 'Next'.
2. Prioritization Modal
- All fields on this modal can be edited as needed.
- Note that the Business Driver and Priority fields only display for Budget Items marked as DME.
- When done, select 'Next' to continue.
3. Budget Modal
- Note that select fields (like BL-PL-P, Budget Status, NRC Strategic Goal, and NRC Strategic Objective) are locked for existing Budget Items and are view only.
- Indicate if the associated Contract is Firm Fixed Price (Fixed) or Time and Materials (Variable).
- Update the Contract Amount and/or FTE fields as needed.
- Note that if the Contract Amount is updated from the previous year's value, the Description of Funding Change and Impact of Funding Increase/Decrease fields will open and will be required.

- To view Previous Year's value for Description of Funding Change and Impact of Funding Increase/Decrease fields, select the blue 'View Previous FY Value' link below associated field.
- To view the Previous FY Contract Amount, select the (?) in the field title.
(The FTE Amount value drives the Internal Labor Cost Pool Amount.)

- Any amount in the Contract Amount field will need to be distributed to one or more Cost Pools/IT Towers.
- Total Cost Pool Amount must equal the Total IT Tower Amount. If the amounts are not equal, use the Up or Down Arrows provided in the Cost Pools/IT Towers boxes to adjust the amounts for a given Cost Pool or Tower.
- Sub-Cost Pool and Sub-IT Tower fields
- Sub-Cost Pool and Sub-IT Tower fields have been added to the System. If possible, select the appropriate value for each row of data. Definitions for each have been added on hover.
- Add Fee Information
- To add Fee Class information to the Budget Item, select the 'Add Fee Information' button in the Fee Information table at the bottom of the modal
- Select desired Fee Class, Excluded Activity, Part Type, and Fund Source
*Note the following: Excluded Activity and Part Type values may be defaulted based on the Fee Class selected, Fee Class values are defaulted for BL-51, and the Total Fee Information Amount must equal the Total Budget Amount.
- New this year is the ability to allocate specific FTE Counts to each row of Fee Information.
- Ensure that the Total FTE Count across all rows of data (most Budget Items just have a single row of Fee Information) is equal to the Total FTE Count field at the top of the Fee Information box. You will not be able to progress to the next tab without doing so.
4. Security Modal
- The Security modal is only applicable for Budget Items aligned with Product 145. For all other Budget Items, this tab is not editable. Please select 'Next'.
- Budget Items aligned with Product 145 are considered Security related, therefore, the NIST Category and Capability fields are required before selecting 'Next'.
5. Contacts Modal
- Existing Contacts can be updated or removed as needed.
- If new Contacts are known for the Budget Item, select the 'Add Contact' button for each contact, select appropriate values for 'Role' and 'User'. Select 'Next' when done.
6. Review Modal
- Click on any tab to review data entered for the Budget Item.
- If you would like to be made the new Budget POC for the Budget item, slide the associated toggle on.
- If you would like to save your updates but keep the Budget Item's status as 'In Progress' for additional review, slide the associated toggle on.

- When done, select the 'Save' button in the bottom right of the modal
C. Navigating the List of Budget Items for Review
New for FY27 Formulation includes the ability for users to either save their progress for further review, or complete a full save and mark their items as complete when reviewing and editing their Budget Items. This new functionality provides improved visibility and allows users to better differentiate between Budget Items ready for BFT approval and those that need to be revisited.
- As in previous years, rows that are highlighted in yellow denote Budget Items that have not yet been reviewed.
- The ‘In Progress’ badge indicates that an initial review has begun, but not yet completed for a Budget Item.
- The ‘Complete’ badge indicates that all updates and a full review have been made.
