This guide encompasses how to access the Formulation Input Form, retrieve Budget Formulation data, and update resources for existing Budget Items.
A. Access the Formulation Input Form
1. Navigate to the FEDPASS Portfolio Home screen and from the menu above, select the Formulation Input button.
B. Retrieve Formulation Data
Users have the option of formulating their budget by Office, Investment, or Solution Category. Select the desired formulation method from the drop-down provided.
1. To view all existing Budget Items under an Organization, Investment, or Solution Type, select the desired value from the drop-down provided.
- One of the following options will display based on the formulation method selected:
- The list of returned Budget Items will be broken out into two tables: the first table is specific to Budget Items with FTE values; the CS&T table displays Budget Items with CS&T amounts as well as any new/draft Budget Items.

- These tables can be expanded or collapsed.
- The tables display Component totals in blue with their underlying Budget Items beneath. Budget Items can be expanded or collapsed from view.

Note that Actuals are not available at the Division/Branch level.
2. Users can view Budget Items at the Organization, Investment, or Solution Category level without selecting a Component, however in order to enable the Edit Budget Items button, a Component (or Division level, if formulating by Organization) must be selected.
*Note: Budget Items may be locked at the Component level if another User is in the process of editing that specific set of Budget Items. The 'Edit Budget Items' button will remain disabled until the other user exits the Edit screen area.
3. Select the Edit Budget Items button to open the Budget Item information page.
- Note that when formulating by Investment or Solution Category, only Budget Items aligned with the user's assigned Organization will be open for edit. Other Budget Items will be visible but locked for edit.
C. Navigating the List of Budget Items for Review
New for FY27 Formulation includes the ability for users to either save their progress for further review, or complete a full save and mark their items as complete when reviewing and editing their Budget Items. This new functionality provides improved visibility and allows users to better differentiate between Budget Items ready for BFT approval and those that need to be revisited.
- As in previous years, rows that are highlighted in yellow denote Budget Items that have not yet been reviewed.
- The ‘In Progress’ badge indicates that an initial review has begun, but not yet completed for a Budget Item.
- The ‘Complete’ badge indicates that all updates and a full review have been made.
D. Update Existing Budget Items
1. To update an existing Budget Item, select Edit from the 3-Vert Dot dropdown in the Actions column to access the Edit wizard for the selected Budget Item.
*Note: Budget Item rows that are highlighted in yellow have unsaved Budget Formulation data.

E. Create a New Budget Item
1. To create a new Budget Item for the selected Component, select the Add Budget Item option from the menu bar at the top of the Edit Budget Items screen.

F. Budget Item Notes
1. To add new Budget Item notes, or view existing notes, select the Notes option from the 3-Vert Dot dropdown in the Actions column to access the Notes Drawer for the selected Budget Item.
2. Existing notes for a Budget Item will display in a blue, linkable text (to view individual note details, select this link). To add a new note, select the Add Note button at the top of the drawer.
3. When the note has been added, select the Save button at the top of the Add Note drawer.
G. Save Formulation Data
1. When desired edits to Budget Items have been completed, select each edited Budget Item to be saved via the check-box column on the left, then select the Save button on the top left of the screen.
- While the Save button in the modal saves the information entered into the modal, the Save button at the top left of the screen must be selected to save updated information throughout the FEDPASS system
Saved updates to Budget Items are indicated when they are no longer highlighted in yellow.
H. View Budget Items Not Copied Forward/Add to Formulation Screen as Needed
1. To view Budget Items that were not automatically copied forward from the previous year for a selected Organization/Component, slide the associated toggle at the top right of the grid to Yes.
2. To make a Budget Item that was not previously copied forward available for Formulation, select the Make Available for Formulation option from the Actions column of the desired Budget Item.
3. When done, slide toggle at the top right of the list grid back to No to return to the Formulation screen.
I. Remove Budget Item from Formulation
1. To remove a Budget Item from the Formulation/Budget year, select the Remove from Budget Year option from the Actions column of the desired Budget Item.
J. View Component Totals
1. Component Totals can be viewed for the selected Organization, Investment, or Solution type on both the View and Edit Budget Items screen by selecting the View Component Totals option in the top menu bar.
At the Office level:
- If no Component is selected, the modal provides Totals for all Components under the selected Organization.
- If a Component is selected, the modal provides totals for the selected Component under all Organizations for which it has budgeted amounts.
At the Investment and Solution Category levels:
- The modal provides Totals for all Components under the selected Investment/Solution Category, regardless of whether or not a Component has been selected.
K. Request Help by Submitting an Email to the FMB Team
1. To request help by submitting a support ticket, select the Help button in the top menu bar.
2. Fill out the Title and Description fields with as much information as possible, then select Submit. A member of the FMB team will then address the ticket in a timely manner.
